To be eligible for applying to NUST you must obtain equivalence certificate from IBCC and you should have 60% Marks in O/A Level.
Candidates who have cleared O level exam with minimum 60 % marks are eligible to apply.
Candidates of O/A Level stream can apply on the basis of O Level equivalence certificate, duly obtained from the Inter Board Committee of Chairmen (IBCC) office, but the confirmation of their admission is subject to the provision of the A Level equivalence certificate (with a minimum of 60% marks).

As you are A-Level student, you will not find any difficulty in understanding FSc books. We recommend you to read FSc books and ensure that you not missed anything and you have grip on all the concepts of FSc books, if you are good in A-Level then FSc book will be no problem for you. After that prepare your A/0 Level course for best performance in Entrance test.

Yes you can take admission in BE Civil. First find out the universities which have the department of Civil Engineering. Then find out how many seats they are offering to DAE students. Then find out the eligibility criteria and admission requirements(for example Entry Test etc) of that particular university.
